Panther Island Public Improvement District (PID)

PIDs are defined geographical areas established for specific types of improvements or maintenance, which are received through assessments to area property owners. PIDs allocate costs according to benefits received and provide supplemental services and enhancements beyond the City of Fort Worth's standard service levels, addressing community-specific needs that might not otherwise be met.

The Panther Island PID aims to enhance public improvements and services that will drive long-term development, supporting and amplifying ongoing public and private investments in the area.

How much will this cost me?

Anticipated to be $0.05 per $100 of assessed property value in FY2027, ramping up gradually to $0.165 in year FY2029 as needs are identified. Fort Worth City Council will adopt the assessment rate prior to the beginning of FY2027.

How would my property value’s annual assessment be calculated?

Property value / 100 x Rate = Annual Assessment

Who will be assessed?

All taxable properties subject to assessment.

What about non-taxable entities?

The City of Fort Worth and TRWD intend to voluntarily participate in the contributions/assessments at highest anticipated rate of $0.165 beginning in FY2026 to jump start the funding. Other public entities or exempt jurisdictions may also be assessed if established by contract in accordance with the Code.

When will I make my first payment?

The PID assessment will be billed with the ad valorem tax bill that is mailed by the Tarrant County Tax Assessor Collector in October 2026, following the establishment of the PID.

What percentage of property owners or property value is typically required to establish a PID?

The PID petition must be signed by:

  • Owners of taxable real property representing more than 50% of the appraised value of taxable real property that would be liable for assessment in the proposed district, AND EITHER
    • 2a. Owners that constitute more than 50% of all record owners of property liable for the assessment within the proposed district, OR
    • 2b. Owners of taxable real property that constitute more than 50% by area of all taxable real property within the proposed district.

Why establish the PID now?

Establishing the PID now ensures enhanced services are in place ahead of development, attracting investment, enhancing property values, and supporting long-term growth.

What benefits do property owners receive in a PID?

Property owners can expect to see enhanced infrastructure and services within the district, which can lead to increased property values and a more attractive living and business environment.

Who will decide how the PID funds are allocated?

It is anticipated that initially the City will contract with TRWD and provide in-kind support to manage the PID until a longer-term governance structure is established. TRWD will establish a PID advisory board composed of property owners or their representatives. This board will provide input to the City Council regarding priorities, budgets, and assessment rates prior to annual approval by the City Council.
